Glossary

Custodial Parent (CP) -  Custodial parent is the parent who is given physical or legal custody of a child by court order. Physical custody, designates where the child will actually live, whereas legal custody gives the custodial person(s) the right to make decisions for the child's welfare.

Non Custodial Parent (NCP) - A noncustodial parent is a parent who does not have physical custody of his or her minor child by as the result of a child custody determination.  However, the term is also used to describe a parent who does not have primary or shared physical custody, even though the parent has contact or visitation rights.

Professional Visitation Monitor  (PVM) - Is a person who has gone through the required training in the State that they offer service in.  It allows parents to have parenting time with their children in a safe and neutral environment. Visits are supervised by trained visitation monitors who observe visits and can provide a report on the quality of the visits and visit activities. The Professional Monitor has no family ties to either parents. The Professional Monitor is paid for their services. In CA they have gone through the required training in CA Rules of the court Standard 5.20, are Mandatory Reporters, TrustLine approved and CPR/First Aid trained. 

 

Nonprofessional Provider - is any person who is not paid for providing supervised visitation services. Unless otherwise ordered by the court or stipulated by the parties, the nonprofessional provider must abide by all "Rules of the Court Standard 5.20, provide written reports as requested by the court or  attorney  Often they are family friends, relatives and have a hard time being neutral. Most are not Mandated Reporters and TrustLine verified.

 

Mandated reporters are designated professionals who are required by law to report any instances (or suspected instances) of child abuse (physical, sexual, or emotional) and neglect to the proper authorities, typically child protective services (CPS) or law enforcement.  ALL Professional Supervised Monitors in CA are required to have taken and passed the certification program from California Department of Social Services (CDSS).

TrustLine – is a database of nannies and baby-sitters that have cleared criminal background checks in California. It’s the only authorized screening program of in-home caregivers in the state with access to fingerprint records at the California Department of Justice and the FBI and ALL Professional Supervised Monitors in CA are required to have passed their TrustLine screening.
